New Rails releases - 2.3.11 and 3.0.4

Some recent security vulnerabilities in Rails caused pandemonium and ultimately led one Rails core contributor to admit "this whole framework is garbage. Please, go back to using Struts. I implore you." Luckily though, some folks just pitched in and plugged the holes, et voila, new Rails patch releases! Upgrade or risk exploitation.
